Colonel Phillip R. Cuccia is the Director of European Studies in the Regional Strategy and Planning Department of the Strategic Studies Institute. He is currently assigned to the International Security Assistance Force in Afghanistan. Prior assignments included the staff of the Operations Chief of the Office of Defense Cooperation at the U.S. Embassy to Italy, and assistant Political Advisor and Planning Officer at the NATO Joint Forces South HQ in Naples, Italy. Lieutenant Colonel Cuccia has served in armor and cavalry units in various positions from the platoon through regimental level. He participated in Operations DESERT SHIELD/STORM and UPHOLD DEMOCRACY, and the NATO mission in Iraq. Lieutenant Colonel Cuccia holds a B.S. degree from the United States Military Academy, and an M.A. and Ph.D. in military and European history from Florida State University.
