Honorable LEONARD SULLIVAN, JR., is a Washington-based consultant on national security matters. He spent 12 years in the Office of the Secretary of Defense, serving three years as Assistant Secretary of Defense (Program Analysis and Evaluation). Hr. Sullivan consults for various think tanks, and is active in the Atlantic Council of the United States and the Washington Institute of Foreign Affairs. His articles have appeared in Armed Forces Journal, Foreign Policy, Atlantic Community Quarterly, and the American Defense Annual. He frequently lectures at the senior service colleges and is an honorary faculty member at the Industrial College of the Armed Forces.

Old alliances, structured for containment, will not be adequate in a world where the challenges may be more appropriately addressed by police forces than by traditionally structured military forces.
